Graeme's professional focus is on improving business environment and investment climate to secure national revenues and optimise job creation opportunities.
He supports governments, business organisations and wider community representatives to design and implement reforms of policy, legal and administrative frameworks. He particularly focuses on tax policy and administration; public financial management; investment strategy, investor entry and monitoring, and incentives regimes; extractive industries governance; and institutional strategy, organisation and governance.
By drawing on his background as a qualified lawyer and tax professional with 30 years' broad ranging legal and drafting experience, in the private and public sectors, he ensures that reforms are workable, coherent and realistic.
Graeme acts as adviser to finance and trade ministries, revenue authorities, investment agencies and SEZ developers in relation to policy and regulatory frameworks.
He has successfully engaged with prime/senior ministers, civil servants, business leaders and civic society representatives.
Graeme has presented a number of papers at international conferences.
