We developed plans to guide the Agency's establishment and subsequent operations.
These plans detailed: policy and strategic priorities and performance targets; products and services delivery, including aftercare provision; marketing and communications (image-building, media relations, prospect targeting, and promotion support guidelines for staff); organisation structure and governance, including the location of overseas offices; performance monitoring and evaluation for the agency and its staff; and resources and infrastructure requirements.
